Chapter One: Introduction

1.1 Background of the Study

E-governance refers to the use of information and communication technology (ICT) to deliver government services and facilitate interactions between the government, businesses, and citizens. It aims to increase transparency, reduce corruption, and enhance the efficiency of government operations. In Lokoja Local Government Area (LGA), Kogi State, the adoption of e-governance has the potential to revolutionize service delivery by making local governance more responsive and accessible to the community (Oloruntoba & Adebayo, 2024).

The introduction of e-governance tools such as online platforms for public service delivery, digital record-keeping, and electronic payment systems has the ability to reduce bureaucratic inefficiencies, enhance public service transparency, and improve citizen satisfaction. This study examines how the implementation of e-governance in Lokoja has impacted service delivery in areas such as healthcare, education, and infrastructure development (Olowo & Sule, 2023). The findings will provide insights into the effectiveness of e-governance in improving local governance outcomes in the region.

1.2 Statement of the Problem

Although the potential benefits of e-governance are widely recognized, its implementation in Lokoja LGA has been slow and faces several challenges, such as inadequate ICT infrastructure, low digital literacy, and resistance to change from local government officials. This study seeks to explore the effect of e-governance on service delivery in Lokoja and identify the obstacles to its successful implementation.

1.3 Objectives of the Study

  1. To assess the impact of e-governance on service delivery in Lokoja LGA.

  2. To identify the challenges faced in the implementation of e-governance in Lokoja.

  3. To provide recommendations for improving e-governance to enhance service delivery in Lokoja.

1.4 Research Questions

  1. How has the implementation of e-governance impacted service delivery in Lokoja Local Government Area?

  2. What are the challenges faced in implementing e-governance in Lokoja?

  3. What measures can be taken to improve e-governance and service delivery in Lokoja?

1.5 Research Hypotheses

  1. E-governance improves the efficiency and accessibility of public services in Lokoja Local Government Area.

  2. Challenges such as inadequate ICT infrastructure hinder the effectiveness of e-governance in Lokoja.

  3. Enhancing e-governance will lead to better service delivery in Lokoja.

1.6 Significance of the Study

This study is significant because it provides an evaluation of the impact of e-governance on service delivery in Lokoja LGA. The findings will be valuable to policymakers and local government officials seeking to enhance public service delivery and foster better governance through technology. Additionally, the study will contribute to the growing body of knowledge on e-governance implementation at the local level in Nigeria.

1.7 Scope and Limitations of the Study

The study focuses on Lokoja Local Government Area and examines the effects of e-governance on service delivery within this specific context. It does not extend to other areas of Kogi State. A limitation of the study is the potential lack of comprehensive data on e-governance outcomes, especially if local authorities are reluctant to share information on the challenges they face.

1.8 Operational Definition of Terms

  • E-Governance: The use of digital technologies to improve government processes and service delivery to the public.

  • Service Delivery: The provision of public services such as healthcare, education, and infrastructure to citizens.

  • ICT Infrastructure: The physical and organizational structures and facilities required for the implementation of information and communication technologies.
